FEDSTS-13013 error appears in Oracle Access Manager 11g R2 PS1 (11.1.2.1) during startup (Doc ID 1576902.1)

Symptoms

Oracle Access Manager (OAM) 11g R2 PS1 (11.1.2.1) reports <FEDSTS-13013> error message during startup.
FEDSTS-13013 is an error of Oracle Identity Federation (OIF), but OAM is not integrated with OIF in this environment.

OAM console output:

OAM would be RUNNING state even if reporting the error. Also OAM works right.

Changes

The error would start to appear after upgrading to OAM 11.1.2.1.0.
It does not appear in version 11.1.2.0 and 11g R1 (11.1.1).
