Custom components missing after installing new component on WCC 11G Server. (Doc ID 1577840.1)

After re-installing a custom component, all the custom components have disappeared from the component list for both enabled and disabled components. Note that all custom components do indeed still exist on the file system. the following error is see in the log after the component was enabled.
