Domain Admin Console Will Not Start and Logs a "messageServlet FacesServlet is not available" Error (Doc ID 1578338.1)

 When attempting to access the JCAPS 6.3 Admin Console, using http://ssrqa-ssr-1:3190/login.jsf, it does not start and logs the following error:

    HTTP Status 404 - Servlet FacesServlet is not available
    type Status report
    messageServlet FacesServlet is not available


 Previously, the classpath-suffix was being used to load jar files and it was switched to loading the jars by copying the jars to the <domain>/lib directory.
