Error "no such file or directory" While Starting Oracle HTTP Server Using opmnctl Command on Windows

Oracle HTTP Server Fails to start while starting using opmnctl.

The opmnctl status shows OHS as down:

E:\opmnctl.bat status

Processes in Instance: instance1
ias-component | process-type | pid | status
ohs1 | OHS | N/A | Down

The "opmnctl startall" Fails with the Following error:

E:\middleware\gc_inst\WebTierIH1\bin>opmnctl.bat startall
opmnctl startall: starting opmn and all managed processes...

opmn id=USOCWOK030:6701
Response: 0 of 1 processes started.

ias-instance id=instance1

--> Process (index=x,uid=xxxxxx,pid=x)
 No such file or directory
 failed to start a managed process after the maximum retry limit
 No such file or directory                                            <-------------------------------

The Apache.exe is there in:
and permissions are fine for it to be executed by the Oracle Software owner.

but, going to E:\middleware\Oracle_WT\ohs\bin>Apache.exe -k start
gives a similar error-

[Tue Aug 13 12:43:37 2013] [error] (OS 2)The system cannot find the file specified. : No installed service named "Apache2.2"



This is a new installation attempt on a newly provisioned OS.
