Error "no such file or directory" While Starting Oracle HTTP Server Using opmnctl Command on Windows (Doc ID 1578565.1)

Symptoms

Oracle HTTP Server Fails to start while starting using opmnctl.

The opmnctl status shows OHS as down:

E:\opmnctl.bat status

Processes in Instance: instance1

The "opmnctl startall" Fails with the Following error:

The Apache.exe is there in:
 E:\middleware\Oracle_WT\ohs\bin\
and permissions are fine for it to be executed by the Oracle Software owner.

but, going to E:\middleware\Oracle_WT\ohs\bin>Apache.exe -k start
gives a similar error-

[Tue Aug 13 12:43:37 2013] [error] (OS 2)The system cannot find the file specified. : No installed service named "Apache2.2"
