Issue was reported when upgrading ODSEE. The issue occurred on Windows platform, but the solution can be applied to any platform. Using the command:
"dsadm.exe upgrade -i "C:\Program Files\MyDSEEInstance"

It returned an error similar to:

"Only joe and root can run this command"

How can the owner of the Directory Server instance be identified?

Goal

On : 11.1.1.5.1 version, Administration

dsadm upgrade command fails on Windows because of an "Instance Owner" issue

1. How can you pre-determine who can run "dsadm.exe upgrade -i "C:\Program Files\<DS_INSTANCE>""?

2. Can you run some ODSEE command to change the owner to a specific user?
