Mapviewer Does Not Show Mapviewer Map If Google Map Not Accessible (Doc ID 1579184.1)

Symptoms

Oracle Maps Application in an html file using a MapViewer tile layer and the Google tile layer.
If both layers are added and there is no access to the Google Map API (http://maps.google.com/maps/api/js?sensor=false), no tile layers are shown, even the MapViewer tile layer is removed. The access to the Google Map API may be restricted because the customer is not allowed to use Google services.

Customer using the newest MapViewer (patch #14292874) with JavaScript API
version "Ver11.1.1.7_B120706" (oraclemaps.js:
MVMapView.version="Ver11.1.1.7_B120706")
but the same problem occurs also in older versions.

The expected behavior is: Google map is not shown but Mapviewer map tile layer should be displayed.
