SSO with OIF IdP Causes Error "SAML Assertion Does Not Match" On SP Side

Oracle Identity Federation (OIF) has been configured as Identity Provider (IdP) with various Service Providers (SP).
Federated Single Sign-On (SSO) is failing for one of the SPs only. It may have been working previously and has started failing since an upgrade or other changes were made on the SP side. Or it may never have worked.
The SP partner reports the following error on SP side when SSO is attempted with the OIF IdP:
Steps to reproduce
1. Issue a request for IdP-initiated or SP-initiated SSO with OIF IdP and a specific Service Provider.
2. The user is redirected for IdP domain login.
3. After submitting valid credentials an error occurs in the Service Provider domain / application.
