Fix For Handling Large Messages, Greater Than 10MB In OEG 11.1.1.6 (Doc ID 1580197.1)

Symptoms

The current setup of OEG processes a 5 MB message successfully, but it fails to process a 10MB message.

There are two issues here:

1. How to increase performance of OEG server to process large message. Currently 5 MB message takes 10 minutes. 10MB takes 30-40 minutes. As per requirement, OEG should be able to process 20MB message without any issues.
2. How to resolve the out of memory issue at schema validation step.
