IBR is Queueing more Items then it is Configured to Receive

On : 11.1.1.5.0 version, Conversion
ACTUAL BEHAVIOR
---------------
We have IBR set to 3 "conversions allowed to be queued" and 3 "conversion that should process at the same time". However IBR queues up many more than that (depending on how much content has been recently ingested) causing the IBR server to run out of disk space.
EXPECTED BEHAVIOR
-----------------------
It is expected that if the IBR is set to allow 3 conversions at a time, that only 3 conversions will process at that time.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Either set the Content Server's IBR provider to only allow 3 conversions in the queue at a time
2. Or set the Inbound Refinery's conversion listing to only allow 3 conversions at a time
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the IBR runs out of disk space due to the multiple conversions occurring at the same time
