Unable to access Oracle Portal and receive error:

HTTP Error 404
The requested URL /servlet/page was not found on this server

The mod_jserv.log shows:

ClassNotFoundException: oracle.webdb.page.ParallelServlet

This is an upgraded instance from Portal 3.0.7 to 3.0.8.9.8, then to 3.0.9.8.
