Symptoms

Trying to administer Apex Listener from SQL Developer, this is failing with error "HTTP/1.1 503 Service Unavailable".

This can occur after an upgrade of the APEX Listener from 2.0.0 to a later version or for a new installation of the APEX Listener 2.0.1 and above.
