Symptoms

Logon manager is not hooking into the logon process, and requires an authentication after windows logon.

the HKLM\System\CurrentControlSet\Control\NetworkProvider\HwOrder\ProviderOrder and HKLM\System\CurrentControlSet\Control\NetworkProvider\Order\ProviderOrder registry entries do not include an ssonp entry, but do have an SnacNp entry for the Symantec product.
