"loading the parent resource bundle" error and Users not Able to Login after OIM 11.1.2 BP05 Applied. (Doc ID 1582276.1)

Symptoms

The self service console allows only ADMINS to log in (like xelsysadm).
When Standard users that were created by xelsysadm try to log in they get an error.

The log shows:
