SOA 11g: Sequence Numbering using %SEQ% with FTP and File Adapters Behaves Differently in 18.104.22.168

The behavior of FTP and File Adapter sequencing (using the %SEQ% parameter) has changed between 126.96.36.199.0 and earlier releases
The following example demonstrates the change in behavior.
A simple BPEL uses the FTP Adapter to write an output file using a filename with a %SEQ% sequence number appended. The output filename is generated using the following logic:
ie. The sequence numbering for the FTP Adapter started at 1, but thereafter is sequential irrespective of the filename.
