WLST Connect() Failed On Remote Standalone WLS (Doc ID 1584131.1)

Symptoms

JDeveloper 11g is on a local machine and on a remote machine, WLS 11g is configured. When trying to create a new remote WLS connection in JDeveloper by using the WLST connect command, the following error is seen. However, there was a failure to connect to the remote WLS console from the local JDeveloper machine through a browser.
