What could be the reason that Launching User Manager Certification Is Failing With Error No Converter Found?

Goal

To solve an issue of certification job could not be launched.
While launching user manager certification using manager criteria, it's failing to launch certification for certain managers only.

The issue happened in both development and production environments. Users for both environments were imported from OIM.
We have a flat organization in OIA and these users are no different than other users.
For the entire organization,  all the users have accounts, roles, managers assigned.

Reproduction steps:
1. Click on Create Certification
2. Selection Criterion --> Select users whose manager is A
   (Say B and C users report to A. Therefore B and C are selected)
3. Select user manager as the certifier and create certification
4. Check Certification status. It is in error status and the logs show this error:

Note: If we select just user B (intead of B and C) in step 2, the certification completes
        If we select just user C (instead of B and C) in step 2, the certification errors out.

We compared the users B and C in the database and there is no difference.

For example:
For the individual userA the user manager certification was successful but not for userB. They both are under same managerA.
If we launch cert on the managerA for all his direct reports then again it fails.
No use hierarchy , everything is flat except user manager association.
