Bad Performance At Login - AWR Report Points to WC_NAVIGATION_ACTIVITY table

Symptoms
Archive logs growing exponentially and certain users have bad performance on login to 11.1.1.x WebCenter installation. Analysis of AWR shows that WC_NAVIGATION_ACTIVITY table is key.
Analysis of table shows that there are a significant number of rows for certain users, and the data in then shows duplicate values except for ID.
WC_ACTIVITY_PAGE_ACCESS_UN is a unique index based on user_id,page_url and has been disabled as recommended by Oracle previously.
