OSB Buffers the Whole Response Before Starting to Send it to the Client (Doc ID 1587000.1)

Goal

Oracle Service Bus (OSB) consumes/caches the whole response before starting to send the response to the client. In case of very large responses this leads to a higher end-end response time for the client.
Setup: a SOAP over HTTP based client sends a request to an OSB based proxy-service . This proxy service just forwards the request to a SOAP over HTTP based web service provider using a Business Service. Both services have Content Streaming enabled

This used to work correctly in older version (OSB 10.3.1) where response packets were forwarded to the client as soon as they were received.
