OHS 12c Installation on During Windows 64 bit: "Error Launch:No such file or directory" (Doc ID 1587059.1)

Symptoms

Installing Windows 64 bit 12c (12.1.2) Oracle HTTP Server by double clicking the installer file. The installer starts to unpack the files to prepare installation.

The installer begins to install and a DOS Terminal Windows shows installing. Shortly after the terminal window closes a dialog comes up with:

"Error Launch: No such file or directory"
