Replication Fails With Duplicate Replica ID Error Message

Replication is not working between two suppliers.
An attempt to reinitialize from one supplier to the other fails with this message:
Error sending replication updates. Error Message: Replication error updating replica: Unable to start a replication session : fatal error - Cons and supp RUV match. Error code 810.
There were network changes.
