UCM Content Released Date (dInDate) Is Storing 2 Hours Less Than Current Time (Doc ID 1588663.1)

Symptoms

During a check-in of content UCM is storing the released date (dInDate) 2 hours less than current time. This also happens on metadata updates.

Changes

1.  Server clock was set to central time.
2.  SystemTimeZone=America/Los_Angeles in config.cfg and restarted
3.  User Profile Page showed time as : (-8:00) America/Los_Angeles
