Symptoms

The OAG environment is set up with SFTP incoming and outgoing pollers.
The following error is seen in the trace log, or something similar involving opevent:

After this error occurs, when sending files outbound, the files get moved to the working folder and do not progress from there. 
Inbound files are always quarantined no matter what the format.
Also, no alerts are received to indicate a problem with the files that are inbound or outbound.
