Symptoms

Using the APEX  with APEX Listener / Oracle REST Data Services (ORDS) 2.0.x. When access the APEX Admin page (i.e. http://<HOST>:<PORT>/apex/apex_admin or http://<HOST>:<PORT>/ords/apex_admin), it returns the following error:
