Unable To Start Apache Server when 10.1.4.0.1 Webpass Is Installed

Symptoms

Customer has installed OAM 10g on Oracle Enterprise Linux (OEL) 5 platform.

Identity and Access Server 10.1.4.3 processes are starting without errors on the console.

WebPass has been installed and configured with Apache 2.0.63.
After this configuration Apache is failing to start. The error in the Apache error_log is:

[Mon Sep 02 18:53:25 2013] [error] Env variable LD_ASSUME_KERNEL not set to 2.4.19 in Webpass

If the customer tries setting LD_ASSUME_KERNEL in the environment this causes all operating system commands from that session, including apachectl start, to fail with error:

error while loading shared libraries: libdl.so.2: cannot open shared object file: No such file or directory

Example commands and output:

$ export LD_ASSUME_KERNEL=2.4.19
$ ./apachectl start
$ /bin/sh: error while loading shared libraries: libdl.so.2: cannot open shared object file: No such file or directory
$
$ ps -ef | grep coreid
grep: error while loading shared libraries: libdl.so.2: cannot open shared object file: No such file or directoryerror while loading shared libraries: libdl.so.2: cannot open shared object file: No such file or directory
$
$ export LD_ASSUME_KERNEL=
$
$ ps -ef | grep coreid
==> returns list of processes, no errors, but the Apache httpd processes are not listed.

Goal: to start Apache successfully with Webpass 10g configured.
