Oracle Traffic Director OTD Cannot Deploy Configuration with Error " unable to find certificate .." (Doc ID 1589555.1)

Symptoms

On Oracle Traffic Director 11.1.1.7.0 when attempting to redeploy configuration the following error occurs "[OTD-10122] unable to find certificate xxxxx. New configuration not installed".


This issue happens when redeploying a configuration that has a virtual server that has an SSL certificate "xxxxx". When this happens,
trying to deploy this configuration always fail with the above error.
