Install failing with "-3 Authentication failed for the user" error in install_log.log

[CS.INSTALL][ERROR] CSSetupEngine.initReInitAction: Database Initialization Failed.
Initialization was attempted with csDataSource as the DSN.
The URL that was passed in = http://localhost:8080/sites/CatalogManager.
Please Check your connection and property files settings.

[CS.INSTALL][ERROR] CSSetupEngine.initReInitAction:  Error received = Unrecognized response encountered. Please ensure that the App. Server is running on the specified server.

Initialization Error:  Response from system =
<br>errno=-3 Authentication failed for the user.<br><br>
No access allowed for requested action.<br>

Install failed.                
Please check log file.
