APEX Does Not Prompt End Users to Change Password When Expired (Doc ID 1591960.1)

APEX end users are not being prompted to change their expired passwords, even if they have been flagged for expiration, via the Internal (Admin) Workspace's:

       Manage Workspaces -> Manage Developers and Users -> [edit user] -> Password/Expire Password checkbox
