AdminServer Not Coming Up After Upgrading To 11.1.1.7 (Doc ID 1592320.1)

Symptoms

After upgrading 11.1.1.4 SOA Suite to 11.1.1.7 by following the OFM patching and upgrade guide 
When starting the AdminServer, WLS fails to start the servers due to below errors:

Changes

The scenario is an upgrade to 11.1.1.7 when the OPSS policy store is a DB based store.
