Webcenter Content - PDFWatermark does not get Displayed in PDF's When the Layer is Set to Under (Doc ID 1592747.1)

Symptoms

With WC Content PS5 (with OIT Patch) and PS6 (base and above), PDF Watermarks which have the  Layer set to Under, does not show up in converted PDF Files .

It is seen correctly when using the non-OIT patched WCC instances which had older OIT module.
