DIS Client can Open a File from one Server but Same Fails from Identical Dev Server

Information in this document applies to any platform.
Files with long filenames fail to checkout from Desktop Integration Suite (DIS) from one server but fail from another identical server.
Other symptoms for the same issue are:
Adding a file with the same long file name via the web browser > Folders > Add Content menu - and/or - updating the file to add (or alter) the Folder metadata to the file with the long name.
