New PDF Files Are Getting Stuck In GenWWW With No Refinery Installed

Information in this document applies to any platform.
All new pdf files getting checked in are getting stuck in GenWWW status. We are unable to resubmit them using Repository Manager (they are already in the conversion queue). We can check in other file types and it indexed and released these documents correctly. There is no Inbound Refinery installed.
