Unable to Save Task Actions Configuration

In Administration > Task Configurations > Task > Task Access > Task Actions, you are able to change the "Individuals with access" for an action like Submit. When you press the save button the changed values look correct, but as soon as you press the commit button it reverts back to the original settings.
