SOA 11g: Error on Server Startup, 'ORABPEL-35012 Unable To Fetch/generate Encryption Key'

Symptoms
On : 11.1.1.7.0 version, Product Installation
After installing and creating a new SOA domain you see the following error during the start of the node2:
Unable to fetch/generate encryption key.
Check installation/post-installation steps for errors. Check for errors during SOA server startup.
