No Data Displayed When Clicking A Document Version Link In A Space With Russian Language (Doc ID 1595871.1)

Symptoms

When looking at Document Version History in WebCenter Portal 11.1.1.6.0, the link for specific versions is not displaying any data when viewed in Russian Language. It works fine in English language.

Steps to reproduce :-
1. Create a "Document Exchange" Space called RussianSpace using English language
2. Click on Documents tab and upload a document temp.doc
3. Click on "temp.doc" then History Tab -- List of versions are displayed
4. Click on one of the versions -- Details of that file are displayed correctly

Change Space into Russian
5. Manage all settings
6. Change default language to Russian
7. Click on Документы (Documents) tab
8. Click on "temp.doc" then Хронология (History) tab -- List of versions are displayed
10. Click on one of the versions -- The screen is blank, and does not display details of the version
