Why Do Excel Workbook Conversions Include Empty Spreadsheets?

If you check in an Excel Workbook which contains empty spreadsheets and then convert them to PDF using the Inbound Refinery, the converted PDF contains the empty sheets. Is this correct behavior and is there a way to avoid the empty sheets being reproduced?
