Unable To Fetch User From OVD Data Store Who Have "+" (plus) Character In UID (Doc ID 1595955.1)

Symptoms

1) Create user with uid having + character (For Example: test+1),  in LDAP which is configured in OIF as user data store.
2) Login to OIF Admin Console and Navigate to Oracle Identity Federation -> Federation -> Identities -> Local Users Tab
3) Search for user id "test+1", it would not result anything
4) Search for user id contains "test", you would be able to see the test+1 user listed in search results
