OAM 10g Apache WebGate hangs on startup, causing Apache to hang

An Apache Webgate fails to start causing Apache to hang.  Enabling trace mode logging yields no output in the oblog.log file.  Shutting down the webgate, deleting the oblog.log.lck file and restarting appears to correct the issue.
