READ_IMAGE_FILE Fails to Display a Particular Image, or it Makes the Forms Runtime Crash or Hang

Symptoms
Trying to display some particular JPG images using READ_IMAGE_FILE can fail in various ways:
a) The image is silently not shown, but the Forms session keeps running fine
or
b) The Forms session crashes and displays an error message such as:
"Frm-93652: The runtime process has terminated abnormally",
or
c) The Forms session hangs.
Changes
Some new images are being introduced in the system. They may come from new equipment, but not necessarily.
