Unable To Create OTD Instance Due To Errors: OTD-63590 and OTD-10380 (Doc ID 1596778.1)

Symptoms

When Creating OTD Instance on 2 OTD nodes using the Wizard from the Admin Console, OTD Instance gets created on Node 1, but on Node 2 it fails reporting this error:

It is fresh new instance and OTD doesn't exists on Node 2.
