When attempting to run the Collection Rebuild Cycle, the indexer has been stuck for 24 hours. The progress message has stayed the same "Indexing additions (375 of 500)"

The issue can be reproduced at will with the following steps:
1. Archive content into the content server
2. Run the collection rebuild cycle
3. Cycle remains stuck

The issue has the following business impact:
Due to this issue, users cannot find their content
