WLS12.1.1: JAX-RPC: Incorrect Processing Of Expired SOAP Message (Doc ID 1598148.1)

Symptoms

JAX RPC 1.1 web service what was previously developed and working correctly on WL 10.3 does not process expired SOAP message correctly on WL12C.
When expired SOAP message arrives at web service, it is not rejected.
Same behavior observed with or without specific web service security configuration for used domain (on WL10.3 rejection of messages happened even without defined default_wss configuration)
