REP-3000 Running Reports Builder or Reports Server Only On Solaris After Upgrading to 11.1.2.1.0 or 11.1.2.2

Symptoms
After upgrading to Oracle Reports 11.1.2.1.0 on Solaris OS and when attempting to use Reports Builder the following error occurs:
REP-3000: An internal error occurred starting Oracle Toolkit.
Forms Builder and Reports Converter (rwconverter.sh) using same DISPLAY environment variable as Reports Builder work fine without issue.
Similar behavior has been seen with Reports Server after patching a working 11.1.2.1 environment to 11.1.2.2. (Check reports engine trace files)
