WebLogic Server Hangs or Delays on Startup Under RHEL 6 (Doc ID 1599679.1)

Symptoms

On a Linux environment, WLS Managed Server startup hangs, or delays, for an extended period of time on startup.

NOTE: This issue occurred on WLS in a VMware environment. Please see KM <Document 249212.1> - Support Position for Oracle Products Running on VMWare Virtualized Environments for guidance. However, this issue could also occur on a native, RHEL 6 platform. Additional research shows this issue can also occur on Oracle Enterprise Linux 6 as described in KM <Document 1487773.1> - Cannot Increase "nproc" Value More Than 1024 in Oracle Linux 6
