WebLogic Server Installation Fails with "[ERROR]:INST-07319: Validation of Oracle Home location failed" (Doc ID 1599705.1)

Goal

Installation of WLS 12c fails after creating a directory structure (for example, a JDK installation) inside the future Weblogic Home. The error log shows:

Verifying data......
[VALIDATION] [ERROR]:INST-07319: Validation of Oracle Home location failed. The location specified already exists and is a nonempty directory and not a valid Oracle Home
[VALIDATION] [SUGGESTION]:Provide an empty or nonexistent directory location, or a valid existing Oracle Home
installation Failed. Exiting installation due to data validation failure.
he Oracle Universal Installer failed. Exiting.

Using the -force option doesn't help.
