HL7 OTD Doesn't Throw Error When Mandatory PV1-2 or PID-3 Fields Are Left Blank

Information in this document applies to any platform.
If the PV1-2 or PID-3 fields, which are required, are blank in an incoming HL7 message, the OTD parser is supposed to fail, but it doesn't.
This results in JavaCAPS sending empty data in the required field, to the downstream system.
