"No Data Available" Error message seen for OIF Performance Summary as from the FWM EM Console (Doc ID 1600593.1)

Goal

We have an clustered OIF environment.

When we open the OIF from FMW EM Console, instead of having the metric graphs, we get an display as "NO DATA AVAILABLE".
Neither the graphs nor the metrics are available for one node. The second node information is visible on the EM console.

The Managed Server are all up and running.

What can cause this "NO DATA AVAILABLE" message ?
