SAF Agent Delays First Message Delivery by the Value of Retry Delay Base (Doc ID 1600652.1)

When Configuring SAF Agent with a "Retry Delay Base" value of say 600000ms one will notice the SAF agent freeze at first message delivery for 600000ms. Resetting the "Retry Delay Base" to say 6ms and restarting the server, we notice that there's no noticable delay in message transfer.
