Mandatory Toplink Patches for Case Management - FMw 11.1.1.7.0 not available ?

Symptoms
In the "Known Issues for Oracle SOA Products and Oracle AIA Foundation Pack for 11g Release 1 (11.1.1.7)" there is an entry for "Mandatory Patches for Case Management".
It refers to 2 patches for Toplink (14642695, 14306399). These 2 patches are only available for FMW 11.1.1.5.0 and FMW 11.1.1.6.0 but not for FMW 11.1.1.7.0.
In addition, the README.txt files from both patches say they should be applied with OPatch 11.1.0.0.0 via unpublished Bug 5912518 STANDALONE OPATCH 11.1 ARU PLACE HOLDER.
However:
<Document 224346.1> OPatch - Where Can I Find the Latest Version of OPatch? [Video]
states that OPatch via BUG 5912518 is only for OC4J StandAlone instances and OPatch for FMW 11gR1 is via unpublished Bug 6880880 PLACEHOLDER FOR ALL RELEASES OF OPATCH.
The same README.txt also says in point 7 that the Toplink patch is only for StandAlone Toplink Home.
It is not clear if one can apply those 2 Toplink patches to FMW 11.1.1.7.0 and which OPatch should be used to apply them.
