In Exalogic, a vServer does not shutdown and restart in a timely manner via EMOC when using "stop vServer" "start vServer" or using the "reboot" command.
You have to SSH to the physical node and issue the xm create for that particular vm.cfg file for the vServer to get it restarted.
Other vServers startup in a matter of minutes; you expects the same for this vServer. The problem seems to be isolated to this single vServer.
