RuleReporter Fails to Generate Output when 'in' Keyword is Used in the Rule Syntax

Symptoms
RuleReporter fails to generate output when running the rule reporter with a "set test" (in) on the command line.
Start the rule reporter from the command line and point it to a rule dictionary file. If a dictionary contains a rule that uses the "in" keyword, for example:
IF foo in "a", "b", "c", "d" THEN ...
RuleReporter stops generating html at that rule and crashes with an error similar to this:
